- 122B4618Q0044 Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. FAR Part 13.5 General. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This solicitation number 122B4618Q0044 is issued as a request for quotation (RFQ). The acquisition procedures at FAR Part 13.5 are being utilized. The Government anticipates this solicitation will result in a firm fixed price contract, to the responsible Contractor whose quote conforms to the solicitation and will be most advantageous to the government. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99-1 / 07-16-2018 which can be found at http://www.acquisition.gov/far/index.html under the current FAR section. This acquisition is a 100% set aside for Small Business vendors. The applicable North American Industry Classification System (NAICS) code is 115310 - Forestry Services. The small business size standard is $17.5 million. For more information on size standards, please visit http://www.sba.gov/size. Description of Requirement: The USDA NRCS Kentucky State Office is in need to acquire the services for wetland restoration consisting of Forest Stand Improvement on WRP sites located in the following counties of Kentucky: Ballard, Carlisle, Fulton, Hickman, and McCracken. The successful contractor will be required to perform Forest Site Improvement according to NRCS specifications. The contract calls for the improvement of a total 233 acres located on 12 different WRP Easements. Types of site Forest Stand Improvement will include the following: Crop Tree Release 1) Releasing crop trees by stump cutting between 12 and 20 square feet of basal area from a minimum of 3 to maximum of 4 sides from identified crop trees on 60 acres. 2) Releasing crop trees by stump cutting between 25 and 40 square feet of basal area from a minimum of 3 to maximum of 4 sides from identified crop trees on 115 acres. 3) Releasing crop trees by stump cutting between 40 and 60 square feet of basal area from a minimum of 3 to maximum of 4 sides from identified crop trees on 55 acres. Thinning Every Third Row 1) Thinning every third row of plantation and stump cutting between 30 and 35 square feet of basal area on 3 acres. One (1) site showing will be held. The site showing will be held at 9:00am Kentucky time on Tuesday, July 31, 2018. We will meet at the USDA NRCS Kevil Service Center, 1156 Kentucky Avenue HWY 60, Kevil KY 42053. The phone number for the Kevil USDA Service Center is 270-462-8980 Extension 3. From there we will be driving to four different sites, Ferren, Waldon, Klope, and Lowe WRP Easements. Date(s) and Place(s) of Delivery and Acceptance. Work will be completed no later than March 31, 2020. Acceptance will be at the USDA NRCS Kentucky State Office. INSTRUCTIONS FOR SUBMITTING QUOTES. The following items will be submitted with your quote: QUOTES THAT ARE RECIVED INCOMPLETE WILL BE REJECTED AND WILL NOT BE CONSIDERED FOR AWARD. 1.Attachment 2, Quote Submittal Worksheet, Vendor Sheet and Certifications (15 pgs) 2.Evaluation Factors - Contractors shall submit a written narrative that addresses the two non-price evaluation factors. Evaluation Factor #1 - Technical Capability and Evaluation Factor #3 - Past Performance (10 pgs max) All quotations are due no later than 2:00 p.m. Eastern Time on August 10, 2018 and must be addressed to Mrs. Oriel Vélez-Olivieri (Contracting Officer) via e-mail at oriel.velez@wdc.usda.gov.
