Description
SOLE SOURCE JUSTIFICATION_REDACTED The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price sole source purchase order on behalf of the U.S. Army Research Institute of Infectious Diseases (USAMRIID) to Ajinomoto Althea, LLC. located at 11040 Roselle St., San Diego, CA 92121-1205, under the authority as prescribed in FAR 13.106-1(b)(1), only one source reasonably available that will satisfy agency requirements. This requirement is for the extension of stability testing Althea Inc. is currently under contract (W81XWH-13-P-0274) to manufacture two Bulk Drug Substances (BDS) and test the long term stability of the BDS while stored at -20C. These BDS are currently being used in multiple clinical trials to test the efficacy of DNA vaccines and gain FDA approval. A new contract is required to continue the storage and stability testing. To maintain the integrity of the stability testing it is critical that the current contractor continue the testing under a new contract. Shipping the products to a new contractor will involve placing them at a different temperature which will have unknown effects and also risks getting lost/delayed in transit. Based on previous contracts, the initial set up of a storage and stability program will be significantly higher in cost than simply revising and continuing the program with the current contractor. This is a notice of intent to issue this solicitation on a sole source basis. This notice of intent is NOT a request for quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these services no later than August 2nd, 2018 to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government point of contact. Responses to this notice must be received no later than 11:00am Eastern Standard Time, August 2nd, 2018.
