- NAVSUP Fleet Logistics Center, Norfolk, Contracting Department, Norfolk VA, 23511-3392 intends to negotiate a commercial firm-fixed price definite delivery definite quantity contract for port security barrier operations and maintenance for CNRMA Regional Security at Naval Station Norfolk, VA. The procurement will be acquired in accordance with Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. The requirement will be a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Solicitation N0018918R0035 will include a six (6) month base period of performance that will commence on 01 September 2018 and conclude on 28 February 2019 with option provisions to include four one-year option periods which would conclude on 28 February 2023, if all options are exercised. The solicitation will also include FAR clause 52.217-8 Option to Extend Services which could extend services up to six (6) months through 31 August 2023. The North American Industry Classification System (NAICS) code for this acquisition is 488310 Port and Harbor Operations; the size standard is $38.5 Million. A complete Request for Quote (RFQ) package will be available for downloading at the NECO Website: https://www.neco.navy.mil on or about 19 July 2018. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting a quote, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at https://sam.gov/portal/SAM/#1#1.
