- Attachment Staging Areas Request for Proposal The USDA Forest Service Southern Region intends to solicit proposals for the award of a contract to perform construction of a trail bridge replacement for the Angelino Trail. This procurement is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) code associated with this requirement is: 237990 Other Heavy and Civil Engineering Construction. The magnitude of this solicitation is between $25,000.00 and $100,000.00. Please review the attached SOW and supporting documents; and provide a price and technical proposal (consist of examples of past performance, and experience). If interested please provide responsive proposal document by July 12th, 2018 at 14:00 PM/ET. The period of performance for this call order is date of award until October 7th, 2018. For any technical clarifications, please direct those to Christopher J. Ford (cjford@fs.fed.us). All technical questions & answers will be shared as appropriate with all interested vendors. The basis for award is the following: The following evaluation factors shall be used to evaluate offers: Price, past performance and experience (including technical capability), Evaluation of Price Proposals: No weight will be applied to price. Price is approximately equal to the non price evaluation factors. As the difference between technical scoring decreases, price will increase in relative importance. The Government reserves the right to award the contract to other than the lowest priced proposal. The resulting award shall be firm fixed price and price proposal must be lump sum for services. If necessary, government will request itemized price proposal. A copy of the solicitation, scope of work and any amendments will be available for downloading from the internet.
