- J&A for Sayari Intelligence Database The Government (Office of Naval Intelligence) intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and FAR 6.302-1(b)(ii). The proposed source is Sayari Analytics, LLC. See attached Justification and Approval (J&A). The procurement is for one (1) annual user license to the Sayari Intelligence Database to include end-user training and curate new profiles. This notice is being published for information purposes only and is not a request for competitive quotations; however, any quotations received by 27 July 2018 10:00 am EST will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
