36C25018Q9490 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE VIRTUAL POC SERVER The Department of Veterans Affairs, The Louis Stokes Cleveland Department of Veteran Affairs Medical Center, 10701 East Boulevard, Cleveland, Ohio 44106 intends to solicit and negotiate with only one source under the authority of FAR 8.405-6, Limiting Sources. The NAICS code is 334111 with a small business size standard of 1,250. The VA intends to solicit and negotiate with Abbot Laboratories, One Abbot Park, Abbot Park, IL 60064 for a Virtual POC Server software upgrade. These are emergency system software upgrades to the existing Point of Care (POC) testing data management system, Precision Web. Other persons may identify their interest and capability to respond to this requirement by Tuesday, July 24, 2018 at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.  All information shall be furnished at no cost or obligation to the Government.   A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
