- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a contract to Ican, Inc., 7616 LBJ Freeway, Suite 600, Dallas, TX 75251-1122 to procure LOMA software warranty services for troubleshooting, system operation and software updates with the Contractor. The proposed contractor is the sole proprietor for these services and allows no other distributor or maintenance provider to update their existing computer code. The Government has had a successful contract with Ican for the past three years. This software warranty service will assist ERDC in ensuring that the mission continues to operate smoothly for LOMA, supporting several of ERDC's projects. This purchase will be made under simplified acquisition procedures as authorized by FAR 6.302-1(a)(1)(2)(ii)(a). This is set aside for small businesses. The intended procurement will be classified under North American Industry Classification System (NAICS) 541511 Custom Computer Programming Services with a Small Business Size Standard of $27.5 million. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, the Government will consider all responsible sources received by the closing date specified in this notice. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Robyn Wells at Robyn.D.Wells@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 12:00 PM Central on 20 July 2018.
