- Sole Source Effort Synopsis to Refurbish of Escort Vehicle Light Chassis (ELVC). See Attached Synopsis and Justification for Other than Open Competition in the upper right-hand corner of your FedConnect screen for details and justification. Per FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation through FedConnect, and only through FedConnect, before July 19, 2018 at 8pm Eastern Time, which shall be considered by the agency. Amendment 1: the verbiage in the attached documents and the narrative above indicated a closing date and time of 7/19/18 at noon Mountain Time, however, the database defaulted to 7/19/18 at 8 pm Eastern Time. Therefore, any responses before 7/19/18 at 8 pm Eastern Time will be considered as timely. The Synopsis attachment deadline time is superseded by this amendment to also be 7/19/18 at 8 pm Eastern Time. Amendment 2: For responsible sources to submit a capability statement, proposal, or quotation through FedConnect, use the messaging feature in FedConnect. E-mails directly to David Foreman at david.foreman@nnsa.doe.gov will also be accepted, but return-receipts may not be available for e-mail submissions before the deadline. Due to this change, the deadline for responses is extended until 7/23/18 at 8 am Eastern Time.
