CDRL A008 - A009 CDRL A006 - A007 CDRL A005 CDRL A003 - A004 CDRL A001 - A002 Attachment 5 - BEAR Base Support Quality Assurance Surveillance QASP Attachment 4 - Info Sheet Attachment 3 - Provisions & Clauses Attachment 2 - BEAR Base Support Performance Work Statement (PWS) Attachment 1 - SAPR Instruction to Offerors (ITO) Simplified Acquisition Proposal Request (SAPR) Cover Letter This is a Combined Synopsis/Solicitation Simplified Acquisition Proposal Request (SAPR), Solicitation #FA4452-18-R-0054, Basic Expeditionary Airfield Resources (BEAR) Base System Support Flight (SSF). 1. This is a SAPR for the subject project to be awarded pursuant to Federal Acquisition Regulation (FAR) 13.5 and the specific requirements outlined in this request with attachments. 2. This will be a requirements contract in accordance with (IAW) FAR 16.503. The selection methodology for award will be lowest price technically acceptable. The Government intends to award a single, firm fixed price (FFP) contract for the subject project. 3. A site visit/preproposal conference will not be held for this requirement. 4. Identify any conflict of interest or appearance issues which may be a potential Organizational Conflict of Interest (OCI) in accordance with FAR 9.5, as supplemented, and any solicitation clause(s). OCI mitigation plans or a statement that no OCI exists should accompany your proposal. Offerors are responsible for immediately notifying the Contracting Officer (CO) should any potential conflict of interest arise at any time prior to and/or after contract award. 5. Attachment 3 (Provision and Clauses lists the provisions and clauses that will be included in this contract. 6. Your proposal must include a cover letter stating the proposal acceptance period is valid through 01 Oct 18. Proposals offering less than a proposal valid through 01 Oct 18 will be deemed unacceptable. The cover letter shall be submitted on company letter head that includes the company name, address, and a specific point of contact (POC). 7. Questions and Answers/Assumptions and Exceptions: Offerors are cautioned that all communications are to be channeled through the CO. Any questions whether technical or contractual in nature shall be submitted in writing. Questions and Answers may be submitted in writing to the Contract Specialist (CS) at elizabeth.lane.1@us.af.mil AND CO at ana.fife@us.af.mil by 12:00 PM (Central Time), Thursday 02 Aug 18. Questions will be consolidated and responses will be forwarded to all offerors. No further questions will be addressed on this project after this date. Offerors shall address any assumptions and proposed exceptions to the CO in their proposal. 8. This SAPR is not authorization to begin performance, and in no way obligates the Government for any costs incurred by the offeror associated with developing a proposal. The Government reserves the right not to award a contract in response to this SAPR. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the CO with appropriate consideration established. 9. Proposals are due by 12:00 PM (Central Time) on 07 Aug 18. Submit proposals electronically in accordance with SAPR Instructions to offerors (ITO) (Atch 1) via email to the CS, elizabeth.lane.1@us.af.mil and CO, ana.fife@us.af.mil. All proposals sent via email will be acknowledged by the CO and/or CS. If acknowledgement has not been received by proposal due date, call Ms. Fife or Ms. Lane to confirm receipt of proposal. All electronic submissions shall reference the complete SAPR number in the subject line. LATE PROPOSALS WILL NOT BE ACCEPTED.
