- N0017818Q0180 SF18 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice. Synopsis/Solicitation N0017818Q0180 is issued as a Request for Quote (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis to X-COM SYSTEMS LLC for the following items; Description Part Number Quantity X-COM Bit Error Rate Tester XBER-4 2 X-COM SYSTEMS, LLC is the original equipment manufacturer (OEM) and has proprietary rights for the Bit Error Rate Tester. Currently, XCOM equipment is the only equipment used and capable of Naval Tactical Data System (NTDS) testing rate errors and is currently used at multiple sites that meets testing requirements of multiple Naval Combat Systems interfaces. Using this tester allows the sites to use only one (1) piece of equipment for multiple configurations. The X-COM Bit Error Rate Tester is required to maintain compatibility in all aspects (form, fit and function) with existing systems presently installed which are currently X-COM components. The requested products manufactured by X-COM SYSTEMS LLC represents the minimum requirements of the Government. Please include shipping/freight cost for FOB destination DAHLGREN VA 22448-5114 Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 1 August 2018, no later than 4:00 p.m. EST with an anticipated award date by 15 August 2018. All questions shall be submitted to the Government POC listed no later than 30 July 12:00 p.m. EST to allow ample response time before the close of the bidding period.
