- SOURCES SOUGHT 1. Solicitation Number: TIB-2018-RFI-0007 2. Title: Financial Disclosure Software for Federal OGE-450 Forms 3. Classification Code: 70 - Information Technology 4. Description: The Federal Retirement Thrift Investment Board (FRTIB) is seeking sources for an end-to-end, paperless solution (web-accessible) for the annual filing of the official OGE-450 financial disclosure forms. The solution must secure and protect all privacy data in accordance with federal regulations while fully supporting the filing, review, and certification of the financial disclosure forms in accordance with federal regulations. This application shall be maintained in a FedRAMP certified Cloud environment that protects the confidentiality of Agency employee's financial filing data. Access to the system shall require each user to have a separate User Account and a password that complies with the National Instituted of Science and Technology (NIST) requirements for securing federal IT systems. FRTIB's number of OGE 450 filers will vary from year-to-year and therefore requires flexibility in adding and removing accounts. 5. Anticipated Contract Type: Indefinite-Delivery/ Indefinite-Quantity 6. Anticipated Period of Performance: One year base period and four (4) one year options 7. Capability Statement Response Instructions: Interested offerors capable of supplying Financial Disclosure Software for Federal OGE-450 Forms shall submit a capabilities statement which includes the following information: • Capabilities of the interested party's Financial Disclosure Software • Available sourcing methods (GSA, Open Market, NITAAC, etc.) and any other information that may be helpful to the FRTIB in developing or finalizing acquisition requirements and plans Responses shall be sent via email to Ms. Lauren Phelps, Contracting Officer, at lauren.phelps@tsp.gov. 8. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. 9. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s)." Contractors that believe they possess the ability to provide the required services should submit documentation of their ability to meet each of the project requirements to the Contract Specialist.
