Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in Federal Acquisition Regulation (FAR) Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The internal RFQ number is N0018918Q0398. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-99 (effective 15 June 2018) and DFARS Publication Notice 20180629 (effective 29 June 2018). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 336611 and the Small Business Standard is 1,250 employees. The proposed contract is 100% Set Aside for Small Businesses. The Small Business Office concurs with the set-aside determination. The Government intends to award a Firm Fixed Price (FFP) contract action from this solicitation. The Fleet Logistics Center Norfolk requests responses from qualified sources capable of providing all materials and labor for supply and installation of Shipboard Furniture Catalog (SFC) furniture aboard the USS Abraham Lincoln. For complete details of work requested and materials required, please refer to attached Statement of Work (SOW). If SOW will not download, contact Elizabeth Pangrac at email elizabeth.pangrac@navy.mil. A MANDATORY site visit is scheduled for 23 July 2018 at 9:00 AM (EST). Interested Vendors will meet with ship ™s representative and the contract specialist at the Entry Control Point for the USS Abraham Lincoln (CVN-72). Note, the ship is currently scheduled to be at Pier 14, however the pier is subject to change based upon ship ™s requirement. Vendors not present for the site visit will not be considered. Vendors must provide their own measuring devices for the site visit. Vendors must present two picture forms of identification in order to gain access to the ship. COMBINED SYNOPSIS SOLICITATION This announcement will close at 10:00 AM Eastern on 27 July 2018. Do not submit quotes through NECO. All responsible sources may submit a quote to Elizabeth Pangrac via email at elizabeth.pangrac@navy.mil. The quote must include the attached Pricing Spreadsheet and an affirmative statement attesting that the quoted work and furnishings will comply with MIL-STD-1623E, MIL-PRF-32038A, and NAVSEA STANDARD ITEM 009-01 Ch 3. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. Quoters are highly encouraged to ensure they receive an acknowledgement to their submitted quote. The basis for award will be determined by price and determination of responsibility. The award will be made to the responsible quoter submitting the lowest quote that meets the requirements identified in the Statement of Work. System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. All quotes shall include price(s), FOB destination, a point of contact, name and phone number, and business size. The quote shall explicitly confirm that the quoter will comply with all of the Technical Requirements and provide all of the Deliverables within the Period of Performance, as specified in the attachment, Statement Of Work (SOW).
