Description
This announcement is to provide notice that The U.S. Army Contracting Command, Aberdeen Proving Grounds, Natick Contracting Division, Ft. Detrick, on behalf of the AMEDD Center and School, Joint Base San Antonio - Fort Sam Houston, TX, intends to negotiate a sole source award under FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to the Geneva Foundation, Seattle, WA, for the development of algorithms to examine three-dimensional coordination patterns of head and body movement recorded from individuals with vestibulopathy / mild TBI and individuals without pathology in order to allow clinicians to fully understand deficits in head and body control associated with these conditions. Under this effort, the contractor shall develop and refine algorithms to assess the magnitude, velocity, frequency, and coordination of tri-planar head-on-body movements using data recorded from wearable inertial sensors during community mobility activities in individuals with vestibular deficits / mTBI and healthy individuals. This is an extension of previous work in which the existing proprietary techniques will be expanded to evaluate multi-planar movement and coordination. While this notice is not a request for competitive proposals, responsible Business concerns purporting to have the requisite credentials and capabilities to provide this service to fulfill the agency's requirements at the specified location must furnish, in writing, factual information, which clearly supports and demonstrates their ability to sufficiently provide these services, within 15 days to Mr. Lee A. Hess, by email at lee.a.hess.civ@mail.mil. Any questions regarding this notice must be in writing only; no telephonic replies will be accepted. A determination not to compete this proposed action based on any responses to this notice is solely within the discretion of the Contracting Officer. The Contracting Officer for this action is Mr. Lee A. Hess.
