- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Vendors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is understood that any pricing provided is not binding but may be used for planning purposes. 1.0 Description B3 Solutions LLC is seeking information on the available technical solution to provide aviation support for the Government of Panama (GOP). 2.0 Background The GOP has a requirement to move passengers and cargo to several outposts throughout the country of Panama via rotary wing. The movements are primarily from a main operating location in Panama Pacifico to austere locations along the Darien Gap and Panama/Colombia border. Movements occur every 30 days and consist of carrying passengers and cargo to the outposts and backhauling passengers and cargo to the main operating base. At a minimum, the vendor/operator must comply with AAC guidance (This is the Panamanian version of the FAA). 3.0 Requirements for Aviation Support Schedule: Monthly rotations, over a 4-day period, scheduled on a yearly basis. Once the GOP publishes the dates, they are firm. The service provider must complete 100% of the rotation every month. Passengers: Total movement per month is 150 consisting of GOP employees, public security forces, etc. Cargo: Total requirement is approx. 15,000 lbs of dry/non-perishable and cold/perishable Class 1 per total monthly rotation; distributed to the various outposts. Requirements may include hazmat in the form of Petroleum, Oils, and Lubricants (POL), propane, and small arms ammunition. Locations: Panama Pacifico to austere locations along the Darien Gap and Panama/Colombia border. Flight Time: Historically 600 flight hours per year, typically utilizing Bell 212-type aircraft (vendor to propose type of rotary wing). Aviation Fuel: The vendor/operator must provide (or arrange) for their own aircraft refueling during all phases of the support operations. 4.0 Responses Interested parties are requested to respond to this RFI via email NLT 25 July 2018, 12:00pm EST to jpassmore@b3solutions.com (John Passmore) and mhoffman@b3solutions.com (Marc Hoffman).
