- RFQ package including attachments This requirement is for a firm-fixed price contract with 3-1 year Options for NOUN Reference Standard, - Solid Laminate, Aramid Epoxy; NSN: 6635-01-458-4537BA; Part Number 17G110484-1. The Basic is for Qty of 4 each (includes first article), Test Plan (1 LO), and Test Report (1 LO). The 3-1 year Options are based on Qty range of 1-4 each. The reference standard is constructed in the form of a step wedge with steps ranging from 2 to 28 plies of aramid cloth and epoxy adhesive cured together to form solid rectangular blocks of material. The block contains eight steps starting with two plies and then 4, 8, 12, 16, 20, 24 and 28 plies. It will establish the calibration of the particular instrument. This requirement will be a set-aside for Small Business. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFQ. All responsible Small Business sources may submit a proposal to be considered by the contracting agency. The Government will utilize the Past Performance Information Retrieval System (PPIRS), Excluded Parties List System (EPLS), and other Government databases to determine contractor status before evaluating proposals. Proposal will be evaluated based on criteria stated in the RFQ. The response date is 17 August 2018.
