- Windblast Test Plan Windblast Testing Synopsis This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement consitiutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions. The solicitation document, FA8606-18-P-0026 is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-98. The purpose of this combined synopsis and solicitation is for the purchase and delivery of windblast testing and associated test report on the Army Aircrew Combat Uniform (A2CU) in accordance with the attached A2CU Windblast Test Plan.
