- SF330 Draft Statement of Work (SOW) The U.S. Customs and Border Protection (CBP) has a requirement for the rehabilitation and modernization of the U.S. Customs House in San Juan, Puerto Rico. This will be an Architect-Engineer Services procurement in accordance with Federal Acquisition Regulation 36.6. The U.S. Custom House in San Juan, PR is listed in the National Register of Historic Places and is a contributing resource within the Distrito Histórico del Viejo San Juan / Old San Juan Historic District. The U.S. Custom House has also been designated a part of a World Heritage Site by the United Nations Educational, Scientific, and Cultural Organizations (UNESCO). Characterized as among the finest examples of the 20th-century revival of Spanish forms in PR, the property was designed by architect Albert B. Nichols and constructed in two phases between 1924 and 1930. This acquisition effort will establish a contract for A/E services for the rehabilitation of the San Juan Custom House in accordance with the attached Statement of Work (SOW). In accordance with FAR 36.6, CBP will evaluate each potential contractor by information provided on the attached SF330 (and any attachments) in terms of its- (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and (6) Acceptability under other appropriate evaluation criteria. Based on market research, it has been determined that adequate qualified Small Businesses located in Puerto Rico will satisfy the above terms, thereby making this procurement a Small Business set-aside for those companies located in Puerto Rico. However, such businesses are not prohibited from subcontracting with other firms outside these parameters. Interested companies shall respond no later than August 18, 2018 by providing their completed SF330, past performance statements, and any other information upon which CBP can make a suitability determination based on the parameters described in this announcement.
