- Parts List The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with SAFE Boats International to provide replacement collars for a 27' SAFE Boat currently owned by the National Marine Fisheries Service (NMFS) in Pascagoula, MS. Justification for Sole Source NMFS requires the purchase of a complete set of Rhino collars, bow nose cone, and associated parts for the 27' SAFE boat vessel. NMFS uses this vessel for several duties including turtle research, commercial fishing vessel boardings, diving evolutions, and crew transfers. Since transfer of purchase to NOAA in 2012, the vessel has been using the original collars installed during its manufacture in 2000. During the past eighteen (18) years of usage, the collars have deteriorated and require replacement. The purchase of these replacement collars are essential for the continued use of this vessel. SAFE Boats International has a unique hull design and collar system used exclusively on their boats. SAFE Boats is the sole source manufacturer and supplier of foam-stabilized watercrafts in North America. Working under a set of exclusive patents and licenses, this vendor is the only source that can manufacture an exact duplicate replacement collar. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the supplies may submit substantiating documentation in writing within ten (10) days of this notice. Responses can be sent via e-mail to elliott.waxman@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
