- This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitation to the internet. This is a synopsis for noncommercial items prepared in accordance with the format in FAR 13 as supplemented with additional information included in this notice. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) has a requirement to develop and purchase Advanced Sensor Reversible Attachment Technology (ASRAT) Enhanced Tape Design. This is intended as a sole source requirement, and is therefore considered unrestricted, as confirmed with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The sole source is based on EIC Laboratories, Inc. having sole proprietary data rights solicited through an SBIR contract. The North American Industrial Classification System (NAICS) Code for this acquisition is 325520. The Small Business Size Standard is 500 employees. NUWCDIVNPT intends to purchase the following items and services on a Firm Fixed Price basis with the anticipated CLIN structure as follows: CLIN 0001: Eighty (80) rolls of ASRAT ETD Tape CLIN 0002: Data (not separately priced) The anticipated Period of Performance (POP) for this contract is from date of contract award through 31 August 2019. The Government has determined that this requirement does not include Electronic and Information Technology (EIT), therefore, Section 508 requirements do not apply. Offerors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. The anticipated release date of Request for Quote (RFQ) Number N66604-18-Q-2359 is immediately after the posting of this synopsis, and closes 24 July, 2018. It will be posted for less than 30 days in accordance with FAR 5.203(b). Offerors shall provide a cost breakdown to support their quoted prices. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Offers for other products must contain complete information and prices. The solicitation and any subsequent amendments will be posted to the FBO.gov website. Prospective offerors are responsible for downloading their own copy of the solicitation from the website and for monitoring the site for any amendments. Additional details will be released upon issuance of RFQ Number N66604-18-Q-2359.
