- Synopsis: Notice of Intent To Award A Sole-Source Contract Announcement Number: 1305M2-18-Q-NFFM-00078 Project Title: Purchase of Marel Marine Platform Scales The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Marel Seattle, Inc., using the procedures in FAR Part 13, to provide for the purchase of 5 EA Marel M1100 PL2262 Marine Platform scale platform scale size 292 x 242 mm and 5 each 5KG stainless steel calibration weight. The M1100 PL2262 is customized to fit in a Pelican 1550 case with proprietary laser cut custom foam interior for ease of transport and protection from damage while transporting, is able to accommodate AC as well as DC power supply, and is able to weigh in pounds and kg. Marel scales use a single point load cell, a heavy duty main load cell protected by pre-tensioned springs to increase durability and is equipped with a secondary load cell. The weighing pan is removable for cleaning purposes. The built-in motion compensation is for use on board vessels at sea. The PL2262 platform is intended for medium to low-capacity benchtop applications. The platform is of solid build and can withstand extreme environmental conditions at sea. Platform legs are able to raise the unit off the deck to minimize abuse from seawater; the platform also has tall sides to eliminate saltwater intrusion from heavy seas. The M1100 PL2262 indicator is mounted directly on the platform front for easy to read display. All exposed surfaces are constructed of AISI 316 stainless steel and meet EPA IEC 529-IP69K waterproof standards which is necessary for the extreme marine environment observers experience while deployed on commercial fishing vessels. The M1100 PL2262 is able to capture a weight range from 5g to 36kg to measure a full standard orange basket used throughout the commercial fishing industry. The scales also have a RS-232 bi-directional interface, 4800 baud, 8 data pits and no parity. They are equipped with Bluetooth LTE that communicates with the Android operating system, which is used by the NEFOP for mobile data collection at-sea. The calibration weights are used by all observers who are trained to calibrate the scale and are required to document the calibration weight value on their observer logs. The observers are also required to submit a log to document the calibration of the scale, fit value and daily test comments. The NEFOP has a scale service contract with Marel, Seattle Inc. for calibration, maintenance, repairs and part replacement of the scales at a high level service. The Marel technician comes on site to work on the scales, avoiding shipping damage to scalesThe statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 811219 with a business size standard of $20.5 million. This is not a solicitation for competitive quotes, nor will one be posted on FedBizOpps. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Linda Mullen (linda.mullen@noaa.gov). All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 11:00 PM EST on July 27, 2018. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. The solicitation will remain open from 07/18/2018 to 08/03/2018.
