- Brand name justification Cellebrite The INL section is implementing a project titled «Building capacities of the National Police of Ukraine Counternarcotics Department». The National Police of Ukraine (NPU) requested mobile forensic solutions to perform extraction, decoding, analysis of data stored on mobile devices. Cellebrite equipment, specified below, is already in use by the Cybercrime Department of NPU and a team of NPU staff is trained on how to use it. INL promotes NPU’s strategy of interoperable, searchable, and reachable information, readily available to its law enforcement partners and integrated within its organization. Furthermore, Cellebrite equipment is compatible with PenLink, a third-party analytical software, already in use by NPU. Additionally, this forensic solution provides the most powerful and feature-rich data extraction, decoding capabilities and built-in analysis tools for the widest range of devices including BlackBerry, Android and Apple smartphones, tablets, wearables, portable GPS devices, and thousands of phones manufactured with Chinese chipsets. INL is requested to purchase specific forensic equipment as follows: 1) Cellebrite UFED 4PC Ultimate is a comprehensive mobile forensic solution enabling investigators to extract, decode and analyze evidentiary data via USB, Bluetooth or SIM Clone adapters connected to Cellebrite hardware and the users existing laptop. It allows the user to conduct mobile forensic analysis via additional third-party software installed on the existing hardware. The benefits of this forensic solution is added flexibility and convenience allowing the investigators to perform the extraction and analysis in the field. 2) Cellebrite UFED Cloud Analyzer allows rapid extraction, preserving and analyzing of private social media account data, instant messaging apps and cloud services, including Facebook, Twitter, Instagram, WhatsApp, iTunes and more. It enables user to pass Google’s 2-step verification mechanism and unlock new evidence. Access to this type of file storage and cloud-based account content provides deeper insights needed to further investigations and identify additional investigative information. Procuring Cellebrite supports interoperability within the NPU, and improves performance via a single-platform approach. Choosing the Cellebrite brand saves U.S. taxpayer resources, as it is already in use by the NPU, compatible with existing software, and familiar to its staff. Cellebrite equipment is authorized and is being utilized by various state and federal law enforcement agencies in the United States (U.S.), including Drug Enforcement Administration, U.S. Department of Homeland Security and Federal Bureau of Investigations.
