Draft Specifications Market Survey The U.S. Army Corps of Engineers, Japan District (POJ) is performing market research for an upcoming construction project. This announcement represents a market survey that is intended for preliminary planning purposes only. This purpose of this notice is to identify sources capable of performing this project and to receive responses from those firms to assist the Government's acquisition planning. This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This project will be performed in its entirety in the country of Japan. The successful offeror must be licensed and registered to perform work in the country of Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). All interested companies shall be registered in the System for Award Management (SAM) database in order to be eligible for award of Government contracts. LOCAL SOURCES - BIDDERS MAILING LIST APPLICATIONS. Firms which have not submitted Bidders Mailing List Applications to this office are requested to go to the U.S. Army Corps of Engineers, Japan Engineering District, Contracting Division website: http://www.poj.usace.army.mil/BusinessWithUs/GettingStarted.aspx to download the Bidders Mailing List Application. Such firms shall be required to complete the aforementioned application and submit documents indicating they are registered with the Government of Japan to perform construction in Japan and possess both the necessary construction licenses and permits required to perform the requisite work identified in the solicitation. This documentation must be submitted prior to or at the time of bid/proposal submission to allow POJ to verify your company as a "Local Source." Project Information: Project Title: SOF (TEMF) Tactical Equipment Maintenance Complex Project Location: Torri Station, Okinawa, Japan Project NAICS: 236220, Commercial and Institutional Building Construction Project Magnitude: Between $25,000,000 and $100,000,000 (YEN equivalent) Project Description: Construct an Army-standard tactical equipment maintenance facility, petroleum, oil, lubricant and hazardous waste storage buildings, organizational storage buildings, general purpose warehouse (high-bay), and organizational vehicle parking. The design of the tactical equipment maintenance facility and other facilities will match the Installation Design Guide to include deep concrete foundations and concrete floor slabs, structural frames, walls and roof slabs with fluid applied membrane. Project includes the installation of electronic security system equipment (intrusion detection, closed circuit surveillance, and electronic access control) with equipment funded by other appropriations. Supporting facilities include all related site-work and utilities (electrical, water, gas, sanitary sewer, and information systems distribution), fire pump building, vehicle wash rack, security lighting,power and communication connections in the organizational vehicle parking area for specialized vehicles and deployment containers, storage tanks, security fencing, screening, paving, curb and gutter, sidewalks, storm drainage and treatment structures, signage, landscaping, and other site improvements. Special construction features include deep foundations, reinforced concrete structures for severe tsunami, seismic, and typhoon design loads and corrosion resistance. Department of Defense principles for high performance and sustainable building requirements will be included in the design and construction of the project in accordance with federal laws and Executive Orders. Access for individuals with disabilities will be provided. Environmental mitigation for historical and cultural assets and radon mitigation are included. Comprehensive interior, electronic security systems, and audio visual design services are included. The project includes demolition of building T-0125. Draft specifications and drawings are provided for your review to assist in understanding project requirements. Procurement method: The method of procurement has not been determined at this time. A solicitation is anticipated to be issued in Aug/Sep 2018. Any solicitations pursued will be intended for local sources licensed and registered to perform work in the country of Japan. See Information in the Introduction section of this announcement regarding local sources.
