- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1)(i), with FEI Company at 5350 NE Dawson Creek Dr, Hillsboro, OR, 97124-5793. The sole source justification is based on the following: The National Institute of Standards and Technology (NIST), Material Measurement Laboratory, Materials Science and Engineering Division (MSED) owns an FEI/Thermo Fisher EM400T transmission electron microscope. This system is too old to be maintained by FEI under a fixed price maintenance agreement and has been maintained using a time & materials task order that will expire on 9/20/2018. The MSED Division is looking to procure a follow-on contract for repair and maintenance services for the EM400T transmission electron microscope. This microscope is manufactured and maintained exclusively by FEI Company. FEI is the only authorized repair and maintenance service provider in the United States for the EM400T transmission electron microscope. The NAICS Code is 334516 with a size standard of 1,000. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 10:00 am ET July 30, 2018, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
