REQUEST FOR INFORMATION: 36C26218Q9757 THIS SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES TO IDENTIFY OPEN MARKET VENDOR CAPABILITY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). This is NOT a solicitation announcement. This is a RFI synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified Vendors relative to NACIS 811219 sources. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this RFI synopsis, a solicitation announcement may be publicized at a later date. Responses to this RFI synopsis are not considered adequate responses to the solicitation announcement. Invited and interested offerors must respond to the solicitation announcement in addition to responding to this RFI announcement. The Department of Veterans Affairs, Network Contracting Office 22, is seeking sources to provide requested services with a required delivery date on/before October 31, 2018. If interested and capable of providing the required services please provide the requested information as indicated below. Responses to this notice should include: company name, address, point of contact, and size of business pursuant to the following questions: (1) Please indicate the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business, HUBZone, Woman Owned Small Business (WOSB), Large Business, etc.)? (2) Is your company considered small under the NAICS code identified under this RFI? (3) Are you the manufacturer or distributor of the items referenced? (4) If you re a small business and you are an authorized distributor/reseller for the items identified above (or equivalent product/solution), do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? (5) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with NASA SEWP or any other federal contract? If so, please provide the contract type and number. (6) If you are an FSS GSA/NAC or NASA SEWP contract holder or other federal contract holder, are the referenced items/solutions available on your schedule/contract? (7) Please provide general pricing for your products/solutions for market research purposes. (8) Please submit your capabilities with regard to the requirements being requested. Vendor must be capable of self-performing 50% or more of the stated requirements. RESPONSES TO THIS NOTICE MUST IDENTIFY AND PROVIDE: 1) BUSINESS SIZE STATUS, 2) SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION STATUS, AND 3) IF VENDOR HAS CAPABILITY TO SELF-PERFORM AT LEAST 50% OF REQUIREMENT. SOURCES SOUGHT RESPONSES ARE DUE VIA EMAIL BY TUESDAY, JULY 24, 2018 BY 11:00AM PACIFIC. STATEMENT OF WORK (SOW) AND CRITERIA SERVICE TO PERFORM TRANSFORMER SYSTEMS MAINTENANCE, VA GREATER LOS ANGELES HEALTHCARE SYSTEM 691-18-3-5090-1998 TITLE: SERVICE to PERFORM Transformer Systems Maintenance. BACKGROUND: Facility s main power transformers are due for maintenance, test, and inspection at the VA Greater Los Angeles Healthcare System. PLACE OF PERFORMANCE: VA Greater Los Angeles Healthcare System 11301 Wilshire Blvd Los Angeles, CA 90073-1003 PERIOD OF PERFORMANCE: One Hundred Twenty (120) calendar days. CONTRACT TYPE: Firm Fixed Price (FFP) OBJECTIVES / SCOPE: The purpose of this contract is to have Vendor furnish all equipment, expertise, incidentals, labor, materials, parts, supervision, supplies, tools, transportation, and qualified personnel necessary to conduct a 5 Star Fluid Essential Test and a Furan Analysis on 54 TRANSFORMERS in accordance / compliance with manufacturer guidelines / recommendations, current code(s), directives, regulations, Joint Commission, and industry standards at/for the VA Greater Los Angeles Healthcare System. WORK WILL BE PERFORMED ON THE FOLLOWING POWER TRANSFORMERS: SL/N-B, SL/N-C, SL/S-A, SL/S-B, SL/S-C, SN/N-A, SW113, T107, T113L, T114, T115, T115L, T116, T158, T205, T207, T209, T210, T213, T214, T215, T217, T218, T222, T224, T236, T256, T256C, T256D, T257, T258, T300, T301, T306, T337, T505, T506, T508, T5L/5, T60/305, TSL/N, and 13 Solar Transformers. Lab testing is required for transformer samples. Mentioned Transformers are located on the South and North campus of the VA Greater Los Angeles Healthcare System. Contractor will provide a printed hard copy and a CD upon work completion. 5 STAR FLUID ESSENTIAL TEST PROGRAM consist of the following: Oil Quality, Water Content, Dissolved Gas Analysis, Inhibitor Content & Power Factor. OIL QUALITY: Series of test includes Dielectric Strength Test, Interfacial Tension Test (excludes Silicone), Acid Test, Specific Gravity Analysis, Color Analysis and Visual Analysis. WATER CONTENT BY KARL FISCHER METHOD: Analyzes moisture content of oil measured in parts per million. DISSOLVED GAS ANALYSIS BY GAS CHROMATOGRAPHY: Checks for the presence of combustible gases that can indicate an active fault, overheating, or other detrimental conditions within the transformer or other electrical device. POWER FACTOR: Checks for the amount of power loss in the insulating fluid. This test is conducted at 25 °C. INHIBITOR CONTENT: Oil is analyzed for oxidation inhibitor(s) added to the oil to help slow down the formation of acids and sludge process. When acid and sludge forms, it attacks the paper insulation system and loss of operation life can occur. OTHER RECOMMENDED TESTING & MAINTENANCE SERVICES (if applicable) includes the following: FURAN TEST: This test monitors the condition of the transformer s solid Kraft Paper insulation system. RESISTIVITY TEST: This method covers the determination of specific resistance (resistivity) applied to new electrical insulating liquids as well as to liquids in service, or subsequent to services, in cables, transformers, circuit breakers, and other electrical apparatus. POWER FACTOR @ 100 °C: A Dissipation Factor (or Power Factor test) which involves heating the oil to 100 °C and running the dissipation factor (power factor). This test simulates the conditions deep inside the transformer thus checking the dissipation factor of the oil closer to the core of the transformer. CORROSIVE SULFUR: Determination of corrosive sulfur levels in oil that is in service. PARTICLE COUNTS: Particles greater than 2, 5, 10, 15, 25, 50 and 100 microns are determined to assess the degree of contamination or wear. This information is especially helpful when viewed along with Trace Element concentrations. PCB ANALYSIS OF INSULATING FLUIDS: EPA # CFR40-761 states that any transformer not tested for PCB content is considered contaminated (50-500ppm). Re-testing your facility equipment for environmental PCB updates is highly recommended. Re-testing the transformers also complies with companies looking to become ISO 14,000 compliant. DISSOLVED METALS TEST: Analysis of four (4) dissolved metals in insulating fluid. This test can be an aid in determining areas of internal damage caused by faults. This test is highly recommended for transformers with oil circulating pumps. NITROGEN PRESSURIZING SERVICE: Inert Dry Nitrogen is applied as a replacement of Oxygen to the headspace of a transformer (where applicable) and pressured to industry standards. Oxygen adds to the oxidation process where acids and sludge form and attack the transformer s paper insulation system. ALL tests are conducted shall be in accordance with ASTM and IEEE standards. In addition to a comprehensive test report that details all test analysis data, Contractor shall also include recommendations for possible corrective action(s) with photos as part of the permanent record and inclusive of the finalized test report. SPECIAL NOTES: Lab testing is required for/on transformer fluid samples. Transformers will be energized (hot) during work performance. 90 calendar day performance period.
