Description
The U.S. Army Corps of Engineers, Sacramento District is issuing this announcement for a Firm-Fixed-Price Design-Bid-Build Construction contract for Hill Air Force Base (AFB) Petroleum, Oils, and Lubricants (POL) Pumphouse Replacement at Access Control Point 5 at Hill AFB,. Utah. This project will include, but is not limited to, requiring the Contractor to construct a 2,400 SF (40' x 60 ') liquid fuels distribution pump house to replace Building 870 at Hill Air Force Base. Facility must accommodate two existing 800 GPM pumps currently located in Building 870, and four (4) new 600 GPM pumps. Requirements will also include an emergency eyewash station, a 12' x 12' coiling overhead metal door on one side to allow installation of pumps, a control room equipped with an emergency shut-off switch, and a unisex restroom. The Contractor will provide intrusion detection, and fire detection and suppression. The Contractor will provide two exterior 16" diameter fuel manifolds with miscellaneous piping and connections, and an adjacent underground Product Recovery Tank, preliminarily sized at 1,000 gallons. In the fuel yard, the Contractor will replace approximately 6,000 LF of corroded above ground 6" diameter piping with anti-corrosion coated heavy wall piping sized and engineered to maintain 800 gallon per minute (GPM) delivery volume. The Contractor will provide three pump covered fuel fill stands. The Government anticipates this requirement will be issued under a Small Business Set-Aside. Once issued, please review the Statement of Work and all attachments in Solicitation number W91238-18-R-0020, which will be issued electronically in accordance with FAR 4.502 and 5.102. Vendors wishing an electronic copy may download it from www.fbo.gov on or about 3 August 2018. The NAICS code for this requirement is 237120, "Commercial and Institutional Building Construction", with a small business size standard of $36.5 million. The PSC for this requirement is Y1NA. In accordance with DFARS 236.204(i), the magnitude of this requirement is between $10 million and $25 million. A pre-proposal site visit will be scheduled. The date and time of the site visit will be posted as part of the formal solicitation. All prospective vendors are required to register at the System for Award management (SAM) website-www.sam.gov. The Federal Government cannot award a contract to any vendors not listed in SAM.
