- West Point Security Manifest for Bartlett Hall. If you are interested in responding to the forthcoming solicitation for this requirement, the attached document titled "West Point Security Manifest" MUST be filled out (Columns B through I) with information of a point of contact from your company that will be on-site at West Point, NY. A background check must be successfully completed for access to the installation for this project. If you do not have a successful security review, you WILL NOT be permitted to access the solicitation and any amendments and will not be able to submit a proposal for this procurement. Please provide this information no later than 15 days before the Proposal Due Date that is posted under the "response date" in Fed Biz Ops. Please be aware that offerors who submit for vetting within the period of 15 days prior to the "response date" may not receive clearance in sufficient time prior to the due date and that bid extensions will not be granted in such circumstances.
