Description
SOURCES SOUGHT NOTICE Hospitalist Services - Veteran Affairs Illiana Health Care System The Great Lakes Acquisition Center (GLAC), on behalf of the Veteran Affairs Illiana Health Care System (VAIHCS) located at 1900 E. Main St, Danville, IL 61832, is seeking services for a pool of physicians who are experienced (preferably board certified/board eligible) in Internal Medicine to provide Hospitalist coverage for approximately two full-time employees (FTE). The pool shall consist of at least six providers to ensure adequate backup coverage can be provided in case of a provider cancellation. Services are required seven (7) days a week to include coverage on federal holidays. More specifically, services are required Monday through Friday from 8:00 p.m. 8:00 a.m. (12 hours); Saturday and Sunday from 6:00 p.m. through 8:00 a.m. (14 hours) the next day; and from 8:00 p.m. on federal holidays to 8:00 a.m. (12 hours) the following day, unless the federal holiday falls on a weekend, then weekend hours apply. The period of performance is anticipated October 1, 2018 through September 30, 2019, with four, one-year options through September 30, 2023. Physician candidates must also meet the minimum requirements below. Possess a full and unrestricted license in a State, Territory, or Commonwealth of the United States or the District of Columbia, and be fully trained and competent to perform the required work. Physicians shall have a minimum of two (2) years clinical experience. Prior VA experience is preferred. Be proficient in written and spoken English, including reading and comprehension. Be computer literate as patient documentation is directly inputted by the physician into the patient s electronic medical record (CPRS). Possess and maintain a current certification in Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) for the length of the contract. All healthcare providers who prescribe controlled substances must be registered with the U.S. Drug Enforcement Administration (DEA). Prior to starting work, contracted individuals must provide the VA with a copy of their DEA license. Upon award, each accepted provider if not already completed, shall undergo a mandatory National Agency Check with Written Inquiries (NACI) Background Investigation (BI). Concurrently with the initiation of the BI, VAIHCS will credential candidates. Contract physicians cannot perform any services at VAIHCS prior to being successfully credentialed and scheduled for a background investigation. The current fee associated with the NACI background investigation is $408.00 per individual. The NAICS for this requirement is 561320 - Temporary Help Services, which has a small business size standard of $27.5 million. It is the intent of the VA to establish a single fixed (unit) price task order or contract. This Sources Sought Notice will be used to identify potential vendors that would be interested and capable of providing qualified physicians, and to assist the Contracting Officer in making a set-aside determination either through the Federal Supply Schedule or open market. This notice and any responses are for market research purposes only and shall not be considered as a request for quote or as an obligation on the part of the Government to acquire any services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission to this Sources Sought Notice or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this Sources Sought Notice. No contractual arrangement will be made as a result of this announcement. All interested parties, regardless of socioeconomic status, capable of providing the required Hospitalist services above shall submit a response via email to becky.cincotta@va.gov and antanette.shellaugh@va.gov no later than Wednesday, July 25, 2018 at 4:00 p.m. central daylight time. To be considered complete, responses shall include the information below. Provide a list of potential candidates (at least 6 physicians) who are interested and available to start work by October 1, 2018. Indicate if they have prior VA experience and/or a completed NACI Background Investigation. Provide CVs, licenses, and BLS & ACLS certifications for all candidates identified on the list above. Provide a brief description of the company background, experience in providing Hospitalist Services, socioeconomic status, past performance with Government contracts, and contractor DUNS number. If company is a small business, indicate if able to comply with Limitations on Subcontracting at FAR 52.219-14 for these services. Provide a copy of current certificate of liability insurance. Provide all-inclusive estimated hourly rates for Hospitalists in the chart below.
