- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Nanovea, Inc. upon the basis of the authority provided at FAR 13.106-1 (b)(1). ERDC-CRREL has a requirement for a Nanovea M1-PBASE laser profiler, peripherals, and training to obtain mechanical properties of a material that are correlated to surface topography and roughness:. Nanovea, Inc. was identified as the only manufacturer of a fiber optic sensor system capable of meeting the required specifications, as follows: 1. This instrument shall perform microscopic hardness and topography measurements at a range of temperatures. In particular, the instrument shall contain a high precision piezo control motor state with x,y,z translation (150x200x50 mm) from -10 ºC to 30 ºC. 2. System shall have complete indentation testing control and analysis software. Load or depth controlled parameters, depth vs. load curves, and the calculation of hardness and Young's modulus. Must also be capable of dynamic mechanical analysis (frequency sweep), and stress-strain studies. 3. Shall be able to perform microscopic imaging with magnification up to 2000x. 4. Shall be capable of nano friction measurements up to 400 mN 5. All related accessories and tips (Conical diamond, Berkovich) must be included. 6. A complete anti-vibration work station is required, with enclosure and compressor. 7. Shipping, on-site installation, and training (2 days min) shall be included. Silixa LLC was identified as the only manufacturer of a fiber optic sensor system capable of meeting the required specifications, as follows: The associated North American Industry Classification System (NAICS) code is 334519, which has a size standard of 500 employees. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
