- This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.101, requiring dissemination of information for proposed contract actions expected to exceed $25,000. This is a notice of a sole source award under the statutory authority prescribed by FAR 6.302-1--Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This is not a request for competitive proposals. DHS/FEMA Region 2 has a requirement to maintain electric utility services for the Caribbean Area Division (CAD) office in Puerto Rico. It was determined that Puerto Rico Electric Power Authority (PREPA) is the only authorized power provider on the island, making them the only contractor available to provide this service. The Government has awarded a sole source contract to PREPA on the basis that they are the only provider. Any other firm desiring consideration must fully demonstrate its capability, in writing, to provide the required items, no later than 30 July 2018 by 07:00AM EST.
