- THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO TERRAINWORKS FOR UPDATING THE 'NETMAP' 12010918Q0000 Class Code: R NAICS: 541512 - Computer Systems Design Services THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO TERRAINWORKS FOR UPDATING THE "NETMAP" SOFTWARE AS STATED BELOW. This notice publishes the Government's intent to purchase Custom Software Programming Services under the authority of FAR Subpart 13.106(b) Soliciting from a Single Source. The anticipated period of performance is from 08/01/2018 through 07/31/2019. The Forest Service Region 10 currently uses NetMap Software under an existing Software and Database Access License Agreement. TerrainWorks is the Licensor of NetMap Software. The Forest Service currently has need to have TerrainWorks customize their commercial software to process unique Tongass specific data. This work involved converting existing and developing new datasets to run on the current Forest Service Network environment as follows: • Convert existing NetMap 20m datasets to IfSAR 5m for existing datasets, and • Develop new NetMap datasets using newly available LiDAR using IfSAR 5m. The Programming Code required to perform this work for use with the NetMap software is owned by TerrainWorks. TerrainWorks is the author/developer/licensor of the NetMap Software and owner of the Intellectual Property (models, computer code, graphical interfaces, online tools, etc.) associated with this software customization. The Forest Service is not considering the purchase or custom development of new software to replace NetMap. Responses offering to replace NetMap with a different software package or create custom software as a replacement will not be considered. The Forest Service is aware of no other individual or organization, other than TerrainWorks, that can meet this requirement. However, any individual or organization who believes that it is capable of providing an equivalent service to update this specific software shall e-mail a capability statement to dkoelling@fs.fed.us no later than 10:00 a.m. on August 1, 2018. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
