Description
SOW JOFOC The Indian Health Service (IHS) intends to award a non-competitive purchase order to the University of New Mexico, 1700 Lomas Blvd NE, Albuquerque, NM, 817106-3807, DUNS 868853094. This purchase order will be awarded pursuant to the authority of Federal Acquisition Regulation (FAR) Subpart 13.5, Simplified Procedures for Certain Commercial Items; FAR Part 12, Acquisition of Commercial Items (41 U.S.C. 1906, 1907, and 3307); 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements"; and FAR 37.4, Nonpersonal Health Care Services (10 U.S.C. 2304 and 41 U.S.C. 253). -Requirements Description/Synopsis- Background: The Indian Health Service (IHS), Office of Clinical and Preventive Services, Division of Behavioral Health, Telebehavioral Health Center of Excellence is in need of training, consultation, and continuing education credits to disseminate to IHS/Tribal/Urban (ITU) clinical and non-clinical staff. The proposed contract action is for the following requirements: The contractor will provide training on a broad range of topics, including behavioral health, pain, and opioids. Trainings will primarily be web-based, but will also include a limited number of on-site, in-person trainings. Trainings may require curriculum development and course evaluation. The primary audiences will be IHS, Tribal, and Urban staff with diverse educational, cultural, and practice backgrounds. The IHS Telebehavioral Health Center of Excellence (TBHCE) will provide the learning platform and technical expertise to host the trainings. These services will be provided in a variety of formats, including webinar, recordings, televideo, in-person, etc. to best match the content and the audience. The contractor will, working with IHS TBCHE staff, ensure that relevant Continue Education credits are available for these activities. Services should be culturally sensitive and incorporate discussions of American Indian/Alaska Native (AI/AN) culture and Trauma Informed Care. The contractor will also provide relevant and appropriate Continuing Education credits for other trainings hosted by TBHCE by other entities. For example, training presented by internal, IHS staff. The TBHCE will provide the web-based platform for all virtual trainings. TBHCE will also provide all required technical support to presenters and attendees. Any registration or learning management systems will generally be handled by TBHCE. *Reference attached Justification for Other than Full and Open Competition (JOFOC) document titled "JOFOC - UNM Training Consultation CE (FBO)". *Reference attached Statement of Work (SOW) document titled "SOW (18-236-SOL-00036)". *Reference section titled "Response Information" for additional requirement details. Special Contract Requirements: Contractors cannot serve as expert witnesses in any suit against the Federal Government. Many of the IHS patients receiving services may only speak a native language and/or reside on a Native American Reservation, therefore, the Contractor must demonstrate sensitivity to cross-cultural and language differences. ______________________________________________________________________________ Any interested parties other than the proposed awardee must evidence that their methodology can overcome the redundancy and duplication of efforts, as well as other factors mentioned above and below, while comparably achieving the expected project goals within a compact timeframe; the response must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Indian Health Service. Response Information: THE CAPABILITLY STATEMENT MUST CLEARLY DEMONSTRATE THE FIRM'S CAPABILITY AND EXPERIENCE IN TELE-HEALTH SYSTEM IMPLEMENATION; MANAGEMENT; ENHANCEMENT; PROVIDER SERVICES; AND MAINTENENANCE SERVICES. Additionally, the capability statement shall sufficiently address how the responder's tele-health solution will be delivered to the target population in the proposed project in a manner that promotes patient safety and improved clinical quality in a cost- effective manner but with enough patient encounters to reach program goals. The methodology must ensure that the offeror has the capacity to take part in a large-scale implementation of the projected solution. In particular, the responders SHALL address each of the following information components: • Contractor's past experience serving AI/AN populations via telehealth, including the contractor's understanding of cultural issues that impact these communities (e.g., historical trauma). • Contractor's experience with and methodology to train and clinically supervise students and residents in Behavioral Health fields via telehealth training experiences. This will include individual and group supervision of trainees, and co-signing of patient care records within the IHS Electronic Health Record (EHR) system. • Contractor's experience with the IHS EHR, so that they can train behavioral health students and residents in the use of the IHS EHR. • Contractor's methodology to encourage and achieve engagement of patients and providers throughout the project period. • Care providers and clinical supervisors must meet credentialing and privileging requirements of each site in which they practice and/or supervise students in. • Brief overview of achieving IT security clearance for all medical staff on past contracts. The contractor will need to access the IHS Electronic Health Record (EHR) which will require an appropriate security clearance. • Brief overview of contractor and contractor staff qualifications/certifications (e.g. Board Certification, DEA Registration, National Practitioner Data Bank, Nurse Licensing, etc.) • When providing requested, topic-specific training to providers, the contractor must be able to supply the appropriate Continuing Education credits for the following professions: Physicians (MD & DO), Nursing (including APNs), Psychologists, Social Workers, Licensed Mental Health Counselors, Substance Abuse Specialists/Counselors, and Pharmacists. • Any of the trainings provided must be culturally relevant to work with AI/AN populations. All responsible sources meeting the above stipulations may submit a capability statement, which shall be considered by the Agency. General capability statements will be considered non-responsive and will not be accepted. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published on a government GPE. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
