Description

This is a Notice of Intent to Sole Source to Flight Safety International for the following requirement: For the upgrade, modification, delivery, and installation of two (2) Vital 1100 Image Generators. The Air National Guard (ANG) is in possession of two (2) FlightSafety International Vital 1100 Image Generators that were purchased by the U.S. Government for another simulator project which was subsequently cancelled. The Government is providing these Image Generators as Government Furnished Equipment for installation in two separate Weapon System Trainers (WSTs) procurements by the ANG. One (1) Vital 1100 Image Generator for installation in the C-130J Reconfigurable Weapon System Trainer (RWST), which will utilize a total of twenty-one (21) video channels to staisfy the visual system requirements of the trainer. One (1) is for the modification/update of a Vital 1100 Image Generator for installation on a C-130H3 Weapon System Trainer (WST) that is currently under the acquisition process. This WST will be installed at the 153rd Aurlift Wing, Cheyenne, Wyoming. The Government is already in possession of two (2) Vital 1100 Image Generators that would otherwise not be utilized. Using Flight Safety International to install the Vital 1100 Image Generators provides the most cost effective approach to the Government. Flight Safety International possess the propietary software and hardware which are already owned by the Government and are compatible with delivered systems. This propietary software and hardware is currently not available to other vendors, and duplication of costs cannot be be recovered through competition, and would not meet installation timelines.
