Description
The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No other Supplies Services Will Satisfy Agency Requirements to General Dynamics Mission Systems, Inc. (CAGE: 1VPW8), 8201 East McDowell Road, Scottsdale, AZ 85257-3812 for the procurement of hardware and software sustainment support for the Low Rate Initial Production (LRIP) AN/PRC-155(V)2 Manpack Radio and AN/VRC-116(V)1, AN/VRC-117(V)2, and AN/TRC-230 Variant Configurations and other incidental supporting services to ensure the required levels of operational readiness of fielded equipment is maintained to meet Product Manager(PM), Tactical Radios (TR) mission requirements. The Government is unable to compete this requirement, as it does not possess Government Purpose Rights (GPR) to the technical data below the Line Replaceable Unit (LRU). The Government intends to extend the existing contract (Contract No. W15P7T-15-C-0002) by two (2) twelve (12) month option periods. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 12:00 PM EST, 20 Aug 2018. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses shall be submitted via email and the total file size shall not exceed 5MB. Otherwise, responses must be submitted via hard copy to: US Army Contracting Command - Aberdeen Proving Ground, CCAP-CCB (S. Peterson), 6565 Surveillance Loop, APG, MD 21005.
