- NOTICE OF INTENT TO AWARD A SOLE SOURCE The U.S. Department of Energy (DOE), Environmental Management (EM) Consolidated Business Center (CBC), intends to award a contract to Effectiveness Dimensions on a sole source basis. The services provided by Effectiveness Dimensions are in support of unique leadership training needs for DOE EM. The authority permitting this sole source acquisition without full and open competition is prescribed by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. An approved Justification and Approval (J&A) authorizing this procurement will be posted in accordance with FAR 6.305(a) within fourteen days of contract award. The DOE/EMCBC will procure training that: Provides state-of-the-art training content that fully covers the key requisites for success in team-based organizations; Provides participants with insight into their individual strengths and limitations interpersonally and as leaders/managers; Creates more team synergy through a powerful and challenging collective experience; Improves individual leadership effectiveness through providing a comprehensive set of models and tools that will result in individual action plans for improvement; and gives the team a common language and similar frame of reference with a goal of taking the organization to a higher level of effectiveness. Services must meet all of the specifications designated in the Statement of Work (SOW). A solicitation package will not be posted publicly and requests for copies of the solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future would be in the best interest of the Government. All responses received by 5:00 PM (Eastern Time) on JAugust 4, 2018 will be considered. All information (capability statement, proposal or quotation) submitted should support the firm's abilities to provide the required services and shall be furnished at no cost or obligation to the Government.
