- Questions and Answers Note: AFRC is experiencing email and internet issues. Questions and Answers are posted. The date and time for submitting capability statements is 23 July 2018 at 5:00 pm Eastern Standard Time. Your company may submit your statement via AMRDEC ( https://safe.amrdec.army.mil/safe/Welcome.aspx ) or email. If you submit via AMRDEC please call the Contracting Officer (478-327-1616) to let them know since the email notification may not come through. The dates offered for the concept briefings are 26 or 27 July 2018. There may be additional dates offered the weeks of 30 July and 6 August 2018 depending on availability of Government personnel. If additional dates are offered they will be posted on Monday 23 July 2018.
