Description
Attachment 1 - SOW Sources Sought Attachment 2 - Item Price List In the event of an enemy attack on an Air Force airbase, a natural disaster, or a catastrophic failure, military petroleum, oil and lubricant (POL) and potable/non-potable water infrastructure may be damaged, resulting in the degradation of airbase and combat air operations. The Air Force Civil Engineer Mission Essential Tasks (METs) that are degraded by such an event are AFOP 4.6.4 Provide General Engineering for Base Recovery and AFOP 4.7.8 Establish Disaster Control Measures. To address this gap, an Operational Requirements Document (ORD) for the Rapid Utility Repair Kit (RURK) was established in 1994 and fielded. However sustainment was not included in the acquisition and the capability was not maintained. In 2005 an Initial Capabilities Document (ICD) was validated for Agile Combat Support (ACS). A focus area of ACS is Base Recovery After Attack (BRAAT), defined as the "capability to restore base utilities and facilities after attack." Following in 2011, the OSD's Hardened Installation Protection for Persistent Operations (HIPPO) Joint Capability Technology Demonstration (JCTD) directed a refresh and modernization of RURK to address the POL capability gap. The Water and Fuel Expedient Repair System (WaFERS) was developed by the Air Force Civil Engineer Center (AFCEC) to address this gap. WaFERS is a reengineering and recapitalization of the validated and fielded capability of RURK. Configured into several modular and scalable capability-based repair and recovery Unit Type Codes (UTCs), WaFERS will restore base engineering capability to rapidly repair damaged liquid-transport and storage infrastructure following attack, natural disaster, or catastrophic failure. This capability ensures critical fuel is flowing to the fight and critical water infrastructure is available for firefighting and airbase operations.
