- N00164-18-R-JM21 - Thermal Battery - FSC: 6135 - NAICS Code 335911 Anticipated Solicitation Issue Date: 20 AUG 2018 - Closing Date: 20 SEP 2018 - 2:00 EDT The Naval Surface Warfare Center Crane Division (NSWC-CD) has a requirement for a five-year contract for thermal batteries in accordance with Statement of Work and Performance Specifications. This contract action is anticipated to result in a Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a Period of Performance (POP) of five years from date of award. This is a full and open competition acquisition and all responsible sources may submit an offer that will be considered. The Government intends to award to the responsible offeror whose offer is determined to be the best value to the Government, considering past performance, and price related factors. Inspection and acceptance is anticipated be at destination by Government representative at the ship to address. The proposed competitive contract action is anticipated to be awarded under FAR part 15, Contracting by Negotiation. The following Contract Line Items (CLINs) are anticipated: CLIN 0001 - Battery Development and Design Verification Tests CLIN 0002 - Production of Avionics Modules (Min: 40 Each) CLIN 0003 - Production of Flight Control (Actuator) Modules (Min: 40 Each) CLIN 0004 - Pre-Production Units (Min: 22 Each) CLIN 0005 - Production Units, 1 Lot = 22 Each (Min: 0) CLIN 0006 - Engineering Services (As Needed, TBD) CLIN 0007 - Data (Not Separately Priced) The Government estimates that the IDIQ minimum will be a quantity of 102 Each (CLIN 0002, CLIN 0003 and CLIN 0004). The Government estimates that the IDIQ maximum will be calculated using an ordering scenario that accommodates 11 Lots consisting of 22 Batteries Each over the course of the Five Year Contract. The Statement of Work (SOW) and Performance Specification is being provided in draft format as an attachment to this synopsis. These documents may change before issuance of the solicitation. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. The controlled attachments will be posted to FedBizOps at the same time the solicitation is posted. FedBizOps may be accessed at http://www.fbo.gov. All changes to the requirement that occur prior to the closing date will be posted to the FedBizOpps website. It is the responsibility of interested vendors to monitor FedBizOpps website for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
