Proposals are due on August 22, 2018 at 1400 Eastern Time (ET). Due to fiscal year time restrictions, proposal time extension requests may not be granted. This is a full and open competitive acquisition. Any and all questions regarding this Solicitation should be emailed by August 13, 2018 at 1400 Eastern Time (ET), to both the Contract Specialist, Tim Burger at timothy_burger@nps.gov and Contracting Officer, Karen La Bouff-Kind at karen_labouff-kind@nps.gov. Specific instructions on submitting proposals will be contained in the solicitation documents. Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government. Any proposal submitted shall include the offeror's DUNS Number and a Point of Contact clearly marked on a cover sheet. PROJECT DESCRIPTION: The Jefferson Memorial (constructed between 1939 and 1943) is one of the Nation's prominent, and one of the most famous cultural resources in the National Park system. The memorial was individually listed on the National Register of Historic Places in 1981 and is also listed as a contributing structure on the East and West Potomac Parks National Historic District, 1999. This project would encompass the restoration of the portico roof, portico ceiling, and replacement of the roof systems along the colonnade and upper roof, and the associated repairs to the stone along the architrave. The project will be broken down into two components to complete the work. Component A: 1. Repair the leaking Portico roof tile, pediment stone and water proofing system to prevent further water infiltration of the attic interior which has already occurred and created a structural failure to the Portico ceiling system. 2. Replace the damaged and missing stone coffers/beams of the portico ceiling with the associated structural system that has already has or is about to fail. All stone surfaces associated with this repair will be re-grouted and cleaned at the completion. Component B: Replace the membrane roof and flashing systems along the flat colonnade and upper roof sections. The current roofing has exceeded the lifespan for membrane roof system, which was originally installed in 1994. The current roof membrane has already shown signs of failure. There are signs of water infiltration at the architrave along the colonnade with constant water flows through the stone joints during rain storms and the formation of icicles during cold weather seasons. Additionally the damage stone surfaces will be repaired and cleaned, as well as cleaning of the Dome and related exterior stone surfaces. Project will be constructed under a single prime contract. PROCUREMENT TYPE: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability in comparison to its price. SET-ASIDE TYPE: The anticipated acquisition will be unrestricted. NAICS CODE: The primary NAICS Code for this project is 236220 - Commercial and Institutional Building Construction. Small business size standard is $36.5 million. MAGNITUDE: In accordance with FAR 36.204, the project magnitude is estimated to be over $10 million. ESTIMATED PERIOD OF PERFORMANCE: It is anticipated construction will start October 2018 and complete work ready for use not later than 450 calendar days after issuance of Notice to Proceed. PRE-PROPOSAL SITE VISIT: An organized pre-proposal site visit has been scheduled for Thursday, August 02, 2018, at 9:00 AM ET at the East Potomac Park Maintenance Facility, 1100 Ohio Drive SW, Washington, DC, 20024. A site visit will follow the pre-proposal meeting.
