- Notice of Intent to Sole Source Hyland, LLC MediaWrite & PACS Gear Software, and maintenance support services Control No: JA18-191 Description(s): The United States Army Medical Research and Acqusition Activity (USAMRAA) on behalf of the United States Army Medical Materiel Agency (USAMMA) intends to award a sole source Firm-Fixed Price service contract to Hyland, LLC. 8900 Renner Blvd. Lenexa, KS 66219-3049 (DUNS 180641441; CAGE 1SF98) for the purchase of maintenance support services of software licenses already deployed at Army Medical Department's (AMEDD) 44 facilities. The maintenance support services will provide business-to-business connections or on-site engineering support for PACSGear Systems throughout AMEDD. Hyland, LLC. will support AMEDD's 44 facilities system connections, configurations, hardware and proprietary databases at each site accordingly. The maintenance support ensures that AMEDD can continue to use the software per the licensing agreement, and that AMEDD receives the necessary software upgrades at no additional costs. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 U.S.C. 1901. The Federal Acquisition Regulation (FAR) citation is is 13.106-1(b(1)(i), and the FAR citation title is "Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization)". The USAMMA has a mission to develop surveillance capabilities to detect, assess, and prevent health effects from adverse environmental, physiological, and psychological exposures. AMEDD currently uses MediaWrite, GEARView QC, and PACS Scan Software owned by USAMMA and procuring maintenance support services ensure continuity of operations at all 44 facilities. This is a Notice of Intent to Sole Source is for informational purposes only in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.201 and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Interested parties should submit a Capability Statement and pricing information for this requirement within fifteen (15) days of public notice to be considered by the Government. A determination to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses received will be considered solely for the purpose of determining whether to conduct a competitive requirement. Interested vendors should submit the Capability Statement in response to this Notice of Intent to Sole Source electronically by 10:00 A.M. (EST) 6 August 2018 via e-mail to the Contract Specialist, Ms. Jessica Wright at jessica.l.wright106.civ@mail.mil. No phone calls will be accepted. No proprietary, classified, confidential, or sensitive information should be included in response to this notice.
