- This is an UNRESTRICTED procurement. NAICS Code: 237990. This solicitation, W912P818B0022, is anticipated to be issued as an Invitation for Bid (IFB). The resulting contract shall be firm fixed price (FFP). The anticipated bid opening date and time will be established in an amendment. The actual date of bid opening will be determined upon the solicitation advertisement date. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The U.S. Army Corps of Engineers FY 18 subcontracting goals are for specified percentages of the contractor's total planned subcontracting amount to be placed with the following: Small Business 38.50%; Small Disadvantaged Business 17.91%; Woman Owned Small Business 5.47%; HUBZONE Small Business 4.33%; and Service Disabled Veteran Owned Small Business 4.56%. The work consists of furnishing one fully crewed and equipped hydraulic pipeline cutter head dredge on a unit price basis for the subject contract, with placement of dredge material into adjacent Dredge Material Placement Facilities (DMPF's) and 2 beneficial use placement sites located 3 miles west of the Calcasieu River. Optional work includes ditching, draining and replacing spill boxes in some of the DMPS's. Work will be performed in the Mile 5.0 to 17.0 and Devil's Elbow reaches of the Calcasieu River and Pass project. The estimated value of this work is between $10,000,000.00 and $25,000,000.00. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored.
