- Solicitation N0042118Q0577 is issued as a competitive procurement. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a competitive basis for Aquatest 2010 Karl Fisher Coulometric Moisture Titration System in accordance with the Statement of Work, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 12 and 13. This is a brand name mandatory as this equipment is fully comparable with the current laboratory equipment and operating procedure described in the JOAP Manual for the Joint Oil Analysis Program Although not set-aside for Total Small Business, offers are solicited only from small business concerns. Any award resulting from this solicitation will be made to small business owners. This solicitation is accepting offers from the OEM, authorized distributor, and third party resellers. Offers from "third party resellers" will be accepted PROVIDING the material is acquired through proper channels with FULL TRACEABILITY to the OEM or its Distributors. This information will be verified and supporting document will be requested before any award is made. All warranties must remain the same with no exceptions. ***Basis for Award*** Solicitation closing date/time is firm; proposals received after the deadline will not be accepted. Your quote must contain enough technical information i.e. data sheet, drawing, specification, etc. for evaluation. Your quote will only be evaluated based on the information provided. The award will be made on the basis of lowest evaluated price of proposals meeting or exceeding the acceptability standards. This is a firm fixed-price procurement; therefore, the initial offer should represent the vendor's best quote in terms of price and technical acceptability. A determination by the Government not to accept the proposal for not meeting the minimum requirement is solely within the discretion of the Government. Interested parties must be registered in System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any Department of Defense contract.
