Description
DEPARTMENT OF VETERANS AFFAIRS (VA) COMPETITION FOR EXISTING LEASE LOCATION The VA is conducting market research/seeking capable sources from bondable and experienced firms that are classified and registered in www.vip.vetbiz.gov as either Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB). The NAICS Code is 531190 Lessors of Other Real Estate Property, and the small business size standard is $38.5 million. Responses to this notice will assist the VA in determining if the acquisition should be set-aside for competition restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127. Although this notice focuses on SDVOSB and VOSB, we encourage ALL small businesses and other interested parties to respond for market research purposes. The VA currently occupies 5,082 net usable square feet (nusf) of office space, no clinical operations will be conducted. The VA is conducting a competition for alternative space and will relocate if advantageous to the Government. In making this determination, the VA will consider, among other things, the availability of alternate space that potentially can satisfy the VA s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. The space must be on no more than one floor, and provide between 5,000 to 6,200 net usable sq feet of space. A build out is expected and negotiated at time of solicitation. On-site parking for 16 vehicles is required. A full-service lease for up to 10 years with the government having 120 day termination rights will be considered. Leasesing 01 September 2018 with occupancy negotiable. To be considered, space must be within the delineated area as follows: NORTH: US 183 EAST: US 183 SOUTH: US 290 WEST: Texas Loop 1 Offerors must provide evidence that properties are outside the 100-year flood plain. A market survey of properties offered for lease will be conducted by the VA. Interested offerors should include the following information: Name of building and Address Description of any free space proved at no cost Contact information of Owner or Authorized Agent Estimated rentable Square feet available and rate per rentable square feet not including cable, utilities and janitorial services Estimated rentable Square feet available and rate per rentable square feet including cable, utilities and janitorial services See space plan in Scope of Work to determine Elec usage Operating hours shall be Mon-Fri 600AM thru 600PM Overtime rate will apply for usage after that of the above Janitorial rates should be based off general cleaning, vacuum, dust, remove trash. Net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code. The Government is limited by law (40 USC 278a) to pay no more than the appraised fair rental value for space. RESPONDENTS ARE ADVISED THAT THE VA ASSUMES NO RESPONSIBILITY TO AWARD A LEASE BASED UPON RESPONSES TO THIS ADVERTISEMENT.
