- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66 - Instruments and Laboratory Equipment SUBJECT: NanoTemper Tycho NT.6 SOLICITATION NUMBER: NB645030-18-03515 RESPONSE DATE: July 30, 2018 DESCRIPTION: The National Institute of Standards and Technology (NIST), Biomolecular Structure and Function (BSF) Group, intends to negotiate on a sole source basis, under the authority FAR 13.106-1(b)(1), with NanoTemper Technologies, Inc., in South San Francisco, CA for a Tycho NT.6 benchtop centrifuge and hardware. Sole Source Justification is based on the following: The Biomolecular Structure and Function (BSF) Group in the Biochemical Science Division of the Materials Measurement Laboratory at the National Institute of Standards and Technology (NIST) advances novel measurement methods and models for the determination and analysis of the structure and function of biological macromolecules, including lipids, DNA, RNA, proteins, and macromolecular complexes and assemblies formed by these molecules; advancing methods to determine the physical and chemical factors which determine the specific interactions of macromolecules with cofactors and ligands; studies the relationships between biomolecule structure, dynamics, function, and energetics using computational, biophysical, and biochemical techniques; develops reference databases for these properties; and advances measurement methods for engineering complex biological systems. The group is requesting the Tycho NT.6 to add more versatility to the Biomanufacturing, and NIST Innovation programs on Next Generation Protein Sequencing. The Tycho benchtop centrifuge is critical to the progress of NIST projects, as it allows rapid, and automated analysis of the quality, and thermal stability of protein samples in just three (3) minutes. Furthermore, the small size of the centrifuge saves space, while gaining valuable information from a system, that leaves just a tiny footprint. The inception of this benchtop centrifuge provides never before detected data, which has become a standard tool for scientist working on protein biochemistry. The system shall consist of the following: •Must be a benchtop instrument. •Must measure fluorescence of protein samples at 330 nm and 350 nm •Must only use 10 microliters of sample •Must heat the sample from 35 °C to 95 °C in 3 minutes. •Must measure at least 6 samples simultaneously •Must be able to fully analyze data upon completion of experiment. •Must include a starter kit of at least 200 capillaries Market research has shown that NanoTemper Technologies, Inc., is the sole company that can provide the Tycho NT.6, and compatible proprietary software to NIST. Given these facts, NanoTemper Technologies, Inc., is the only source reasonably available to provide the required equipment. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 7/30/2018@ 11:00 am EST, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
