- The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement for Hybrid Power System (HPS) connection boxes that have built-in compatibility with the Deployable Metering and Monitoring System (DMMS). Market research has found that Humber & Garick Consulting Engineers is the only company able to provide these boxes. Their experience and in-depth knowledge of the DMMS meter boxes and their participation in the industry collaboration with the Tactical Micro-Grid Standards Consortium (TMSC) makes them the only company who can produce the HPS connection boxes utilizing lessons learned from DMMS and applying the standards defined by TMSC. Also, Humber & Garick Consulting Engineers is the only company that has: (1) Background working with 3eTI radios and knowledge of deployable electrical systems; (2) Knowledge of Army power distribution equipment, tactical micro-grid Standards and rugged military requirements; and (3) Electrical engineering expertise to arrange electronics in smaller configuration to ensure electrical safety and data quality. ERDC-CERL intends to award a purchase order on a sole source basis to Humber & Garick Consulting Engineers in accordance with FAR 13.106-1(b)(1). The associated North American Industry Classification System (NAICS) code is 334515 which has a size standard of 750 employees. This is not a small business set aside. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than 3 August 2018, at 12:00 pm, Central Time, to: CERL-CT-QUOTES@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
