- The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to award a sole source Firm-Fixed Price contract for EyeLink 1000 Hardware/Software for the Richmond VAMC with SR Research LTD., in accordance with 41 U.S.C. §3304(a)(1) as implemented by FAR 13.106-1(b) Soliciting from a Single Source. This is not a request for competitive offers and no solicitation is available. Market research has determined that this equipment is only available from a single source without an unacceptable delay or duplication of cost and no other type of equipment will satisfy agency requirements. The Government intends to award the contract with an effective date of 24 July 2018 to SR Research LTD., 35 Beaufort Dr, Ottawa ON, K2L 2B9 (DUNS: 201044711). This is a Brand-Name Only requirement to satisfy the minimum requirements of the Richmond VAMC Research Department. Eye tracking allows objective measurement of eye position in response to specific visual target movement. It uses a video scene camera to objectively measure basic horizontal and vertical eye movement; head and limb position; the coordination between eye and head movement; and pupillary and accommodative response dynamics. Eye tracking is used to evaluate many conditions, including impulse-control and TBI. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it can meet the Government's requirement, it may identify its interest and capability to the contract specialist within three (3) calendar days of this publication by contacting Jerry L Mann via e-mail at jerry.mann@va.gov. Telephone inquiries will not be accepted. This announcement closes 24 July 2018 at 0200PM EDT. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted because of this synopsis.
