- The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 23 intends to solicit and negotiate a sole source, firm fixed priced purchase order, under Simplified Acquisition Procedures under authority of FAR Part 13.106-1 (b)(1)(i), One Source Reasonably Available, to the University of Iowa for services in support of the specified aims of the Iowa City VA Health Care System, Iowa City Project Study# C9251-C, Principal Investigator Donna Hammond and Randy Kardon. NAICS Code 611310 with a size standard of $27.5 million will be utilized. The proximity of the University of Iowa and strong collaboration with the VA investigators is integral to the success of this project study. The University of Iowa will provide services in execution of the study of Nicotinamide Riboside and Analogs in the Treatment of Painful Dry Eye Syndrome. (1) preparation of rats with jugular vein catheters for drug administration; (2) induction of dry eye syndrome in cohorts of rats by intravenous injection of paclitaxel or surgical excision of lacrimal glands; (3) daily monitoring of rat health and daily injection of compounds of interest; (4) weekly assessments of changes in pain sensitivity of the cornea and the hind paw; (5) procurement of tissue for immunohistochemical analysis of nerve fiber density in cornea and paw; and (6) procurement of plasma samples for measurement of the NAD+ metabolome. Additional services will include analysis of data collected and preparation of a final manuscript. Established data results will help to identify reasonable treatment protocols for veterans impacted by TBI and other vision related health issues. The methods identified in the study are practical and would be implemented into clinical practice and clinical trials if proven useful. Period of Performance: 9/15/2018 9/14/2019. This notice is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available and no award will be made based on offerors responses to this notice. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for market research and information on whether to conduct a competitive procurement in future project study services awarded in support of grant recipients.
