- Responses to Questions Amended sections: C3.2 Associates The firm shall provide up to two (2) lawyers below the partner level (Associates, Counsel, Of Counsel, etc.) with at least two (2) years of experience assisting federal, state or municipal agencies with the areas listed in Section A3. Preference will be given to attorneys who can display experience in at least two (2) of the areas, and strong preference will be given to attorneys who can display additional experience in more than five (5) areas and whose experience is with a federal agency. L2. Technical Approach Volume Submission Instructions Contractors shall provide their Technical Approach in accomplishing the tasks described in the Statement of Work in clear, defined and concise terms, and in sufficient detail for effective evaluation and substantiation of all information that fully demonstrates an understanding of the services and work to be performed. The FRTIB's evaluation of the proposal for these tasks will focus on the strengths, weaknesses, and deficiencies of the Contractors technical approach. FRTIB will consider Technical Approaches that do not meet all of the practice areas as listed in A3, however, offerors should be mindful award will be made to the proposals offering the best value as it relates to the entire scope of work.
