- Statement of work The United States Coast Guard (USCG), intends to award a contract on the basis off other than full and open competition pursuant to FAR 8.405-6 Limited Sources Justification. USCG requires a product peculiar to one manufacturer IAW FAR 8.505-6(b)(1) for the procurement of one Esri Enterprise Advantage Program (EEAP). Esri is the only known source capable of meeting USCG Intelligence's requirments. Esri has developed the software and use cases throughout the U. S. Governemant for optimal implementation of its software and services. EEAP is designed to assist with visioning and geospatial enablement across organization through an annual subscription, which offers focused technical advisory, annual planning/review meetings, and a collaboratively developed technical work plan. The program also provides access to a combination of consulting services, premium technical support, education services and other exclusive offerings such as a quarterly technology webcast. The anticipated contract will be awarded to Environmental Systems Research Institute Inc.. This notice of intent is NOT a request for proposal or quotations.
