- J&A for Diesel Engine & OWS Training USCG Ombudsman Program Commercial Clauses The United States Coast Guard, Base Cape Cod - Procurement & Contracting Department, Buzzards Bay, MA is issuing a notice of the Government's intent to award one (1) order with firm-fixed price to the Massachusetts Maritime Academy, on a sole source basis to provide ten (10) USCG marine inspectors with the training and qualifications to perform operational and safety inspections on marine diesel engine and oil water separator equipment during Coast Guard Marine Inspections. This training specifically supports inspections requirements contained in Title 46 of the U.S. Code, the Code of Fed Regs Part 46, the Marine Safety Manual, and MARPOL 73/78 Annex I for U.S. and foreign vessels. Vendor will provide the facility, instructors and all the tools and materials needed for ten (10) USCG marine inspectors to successfully complete the training course. NAICS Code #611310 applies to this procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The sole-source authority is 10 United States Code (USC) 2304(c)(1), supplies/services required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The Contracting Officer has determined that there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns; therefore the small business set-aside is dissolved. No solicitation will be issued, however all responses received on/before 0800AM EST July 27, 2018 will be reviewed by the Government. A determination not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government. This notice of intent is NOT a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement or submit proposals must respond in writing with clear and convincing evidence to support their ability to provide timely and effective services within five (3) days of this publication. Oral communications are not acceptable in response to this notice. Interested parties are advised that they must meet the minimum qualifying standard contained in Title 46 of the U.S. Code, the Code of Fed Regs Part 46, the Marine Safety Manual, and MARPOL 73/78 Annex I for U.S. and foreign vessels.
