Description

This is a market survey in support of the Federal Aviation Administration s interagency agreement with Customs and Border Protection (CBP) with the Department of Homeland Security (DHS). This announcement is seeking to identify potential sources and obtain insight into current market conditions and/or data collection and data analysis methods for the performance of Road Safety Audits and Condition Assessments (RSA&CA). The RSA&CA would primarily be used to identify cost effective repairs or improvements that would lead to increases in safety, increase in mobility along access routes, reductions in fleet repair costs, reductions in access route maintenance cost and improved efficiencies with other agency goals. Secondary goals are to compile predetermined data points on access routes for the long term management of the CBP road network. Interested vendors should consider the type of access route and available information in preparing responses. The anticipated service will be performed on a variety of access routes and majority of access routes are unimproved primitive roads with at grade crossings at natural water features and elevation grade changes. Remainder of the access route network are unimproved roads graded and maintained on an annual basis or improved roads with features such as paved surfaces, low water crossings, grouted shoulders. The access road network has limited information on design records and no available information on crash history. Location of access road network is within 25 miles of national borders leading away from public routes to owned or leased facilities. Access routes may cross public, private or government owned land. The anticipated service is intended to provide a survey report for identified access routes and recommend cost effective repairs to correct record issues with the condition of the driving surface and targeted improvements to reduce the number of sight distance obstruction, substandard base speed geometrics and other items that may lead to a crash of safety issues during operational maneuvers. The responses to this market survey will be used for informational purposes only. This is not a screening information request or a request for a proposal of any kind. The FAA is not seeking or accepting proposals at this time. The nature of any resulting competition has not been determined. However, responses from small business community are encourage. Eligible small business, service-disabled veteran-owned small business, or eligible socially and economically disadvantaged business, that are certified by the SBA for participation in the SBA s 8(a) Program, with the capability to provide the service and deliverables should include their eligibility information. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendors expense. The attached document provides additional information needed to respond to this Request for Information (RFI). Also respondents are requested to address the following topics in their response: Road Safety Audits & Condition Assessments: Current Market Conditions Overall Technical Approach References & Standards Data Collection Methodology (Manual vs Automated) Data Analysis Methodology Mobility and Geographical Availability Rough Order of Magnitude (ROM) for Delivery Cost including Mobilization, Time on Site and Report Generation Timeframes to Complete Mobilization, Onsite Survey and Report Generation Points of Contact (POC) of Partners In addition, the following information should be included with your response: Capability Statement of Your Firm Current Services Available and Whether Your Firm has Provided Similar Service in the Past Dollar Value and Type of Services Provided by Your Firm under Previous Contracts Number of Years in Business Performing Service Identified in this Announcement Clearly State Whether Your Firm can Provide all of the Service Listed or Cover Geographical Responsibility Expected Programmatic Approach Personnel Performing Service All responses to this market survey must be received by 2:00 p.m. CT, August 06, 2018.
